The will to adequately preserve and use this area has led the Government of Andorra and the Town Councils of Encamp, Andorra la Vella, Sant Julià de Lòria and Escaldes-Engordany to sign the Charter of the Madriu-Perafita-Claror Valley which lays down the bases for the protection, use and sustainable management of the area. This Charter includes the principles set out in articles 31 and 34 of our Constitution as well as those coming from articles 4 and 16.3 of the law on the cultural heritage of Andorra.

Constitution of the Principality of Andorra (1993)

Article 31: The State has the task of ensuring the rational use of the land and of all natural resources, so as to guarantee a fitting quality of life for all and, for the sake of future generations, to restore and maintain a reasonable ecological balance in the atmosphere, water and land, as well as to protect the autochthonous flora and fauna.



Article 34:
The State shall guarantee the conservation, promotion and diffusion of the historical, cultural and artistic heritage of Andorra.

Law 9/2003 of June 12 on the cultural heritage of Andorra


Article 4:
The public administrations, in the exercise of their powers, watch over the integrity of the cultural heritage of Andorra and encourage knowledge of it and its growth and divulgation. (...)

Article 16.3:
The declaration of a cultural landscape implies the obligation of the administration or administrations concerned to draw up an instrument for its protection, use and management, defining the criteria which shall govern action within it. (...)
