The application for the inclusion of the Madriu Valley-Perafita-Claror
in the UNESCO World Heritage List included a proposal for
the basis of a management plan, an essential document to
guarantee the conservation and sustainable use of the space
and a fundamental tool for implementing the project.
The proposed management plan is based on the Charter for
the protection, use and management of the Madriu Valley-Perafita-Claror,
signed on 29 January 2003, and sets out a model for the
integrated joint management of all the lands involved in
the application.
A decisive component of this model is the direct, equitable
participation of all the institutions and groups related
to the zone, for which the setting up is envisaged of collegiate
bodies in which all representatives would have the right
to speak and vote so as to take part in decision making
for the future of the valley.
The enactment in 2003 of the Law on the cultural heritage
of Andorra and in particular the recognition made by this
of cultural landscapes as assets of cultural interest provides
the suitable legal framework in which to develop all these
new structures and management actions.
Although the Madriu Valley-Perafita-Claror involves the territory
of four parishes, this project is a challenge for Andorra
as a country and consequently an absolutely national project,
the success of which will largely depend on the complicity
and support which it will permanently receive from all sectors
and levels of Andorran society.
